Moreland Council Budget
Moreland budget for 2012-13 includes about $4.4m in pedestrian and cycling infrastructure.  Compared with similar neighbouring municipalities this is a pretty good result.

Moreland Principal Pedestrian Network


Council is developing a Principal Pedestrian Network, which will be used to focus pedestrian infrastructure improvements over the coming decade.

VicRoads guidelines for installation of pedestrian crossing facilities
(from VicRoads Traffic Engineering Manual Vol1 Ch4 - Pedestrian Facilities, 2008)

4.4.1 Pedestrian Crossings With Flashing Lights
The installation of a pedestrian crossing with flashing lights may be appropriate where, for any one hour of an average weekday, the following apply:
  • The number of pedestrians crossing within 20m of the proposed site exceeds 60 persons per hour, and
  • The number of vehicles per hour which pedestrians have to cross in one bound exceeds 500.
4.4.2 Pedestrian Crossings Without Flashing Lights
General guidelines are:
  • Pedestrian volumes of 20 or more per hour
  • Vehicle volumes of 200 or more per hour for the same hour
  • Speed limit of 50 km/h or less or vehicle speeds of 60km/h or less
4.5 Pedestrian Operated Signals
Pedestrian operated signals may be provided where the following guidelines are met:

(1) For any hour on an average weekday
  • The number of pedestrians crossing within 20m of the proposed site exceeds 100, and
  • The number of vehicles which pedestrians have to cross exceeds 500 on an undivided road, or 1,000 where there is a median or pedestrian refuge,
OR (2) A pedestrian crossing would normally be justified but the operation of the crossing would interfere with the progression of vehicles to and/ or from a nearby traffic signal installation and it would be practicable for the operation of Pedestrian Operated Signals at or near the proposed site to be co-ordinated with the nearby signals

OR (3) A pedestrian crossing (zebra) would normally be justified but would be hazardous for pedestrians due to conditions at the site (eg. disabled or elderly pedestrians, high vehicle approach speeds, high traffic volume, poor visibility, etc)

OR (4) Where crash records indicate that two or more pedestrian casualty crashes have occurred in the last 3 years.

NOTE: In determining the pedestrian numbers for the pedestrian crossings and signals above, each older person, person with a disability and unaccompanied child of primary school age should count as two.

4.8 Shared Zones
A shared zone is a road or network of roads where pedestrians, cyclists and vehicles share the roadway.  A shared zone is defined in Rule 24(2) of Road Rules - Victoria. A driver driving in a shared zone must give way to any pedestrian in the zone.

Appropriate locations for shared zones are:
  • Low volume streets where pedestrians outnumber motor vehicles and where the pedestrian needs are best met by walking on the roadway, and
